Veterans' Educational Program
Students who are interested in receiving VA educational benefits must self-identify to the Financial Aid Office and present the appropriate documentation to begin record/file.
The appropriate documentation is as follows:
Veterans:
Copy of Application for VA Education Benefits (form 22-1990)* or Certificate of Eligibility.
Copy of Application for Survivors’ and Dependents’ Education Assistance (form 22-5490)* or Certificate of Eligibility.
Transfer of Entitlement (for Spouses or Dependents)
Copy of authorization from the Department of Defense indicating transfer of benefits and copy of Application for VA Education Benefits (form 22-1990)* or Certificate of Eligibility.
Members of the Selected Reserve:
Copy of Notice of Basic Eligibility (NOBE or form 2384) and Copy of Application for VA Education Benefits (form 22-1990)*.
All VA students must file an application when they first start school. Students who haven’t received VA benefits before must file an original application.
VA students who have received VA benefits at another institution and are now transferring to SCC must file a Request for Change of Program or Place of Training (veterans and ToE students VA Form 22-1995; dependents VA Form 22-5495).
All students applying for veteran educational benefits are required to meet the following requirements before enrollment certification can be forwarded to the VA for processing of eligible benefits:
- Submit official high school transcript to the Admissions Dept.
- Complete the Admissions Placement Test requirement(s)
- Submit any and all official Postsecondary (college) transcripts to the Financial Aid Office
- Pursue a curriculum program as listed in the SCC College Catalog and Student Handbook
VA benefit recipients must be certified for each semester’s enrollment. It is the responsibility of the veteran students and/or eligible dependent students to inform the Financial Aid Office of new registrations and any changes to current registration.
All veterans and eligible dependents must maintain Satisfactory Academic Progression Standards for Financial Aid Recipients and VA benefit recipients who do not maintain satisfactory progress will not be certified.
Students receiving Chapter 30, 1606 and 1607 must verify their enrollment monthly by Web Automated Verification of Enrollment (WAVE) or by Interactive Voice Response (IVR) at 1-877-823-2378. Students are able to use WAVE or IVR if there are no changes to the enrollment during the previous month. If there were changes in the enrollment, the student must contact the VA Certifying Official (at SCC) to submit a change in status. NOTE: Benefit payment may be delayed until the reduction is processed.
Stanly Community College is approved to certify for the following VA programs:
Chapter 30 - Montgomery GI Bill
First entered active duty 7/1/85 or later and completes initial obligated period of active duty of 2 yrs or more or who completes 2 yrs of active duty and enters selected reserves for 4 or more years
Must have a service-connected disability rated at 10 percent or more which causes a demonstrable employment handicap.
Chapter 33 – Post 9/11 GI Bill
Served at least 30 days of continuous active duty service after Septembr 30, 2001 and be discharged due to a service-connected disability and served an aggregate of 90 days of active duty service after September 10, 2001, and:
- Be honorably discharged from Armed Forces; or
- Be released from Armed Forces with service characterized as honorable and placed on the retired list, temporary disability retired list, or transferred to the Fleet Reserve or the Fleet Marine Corps Reserve; or
- Be released from the Armed Forces with service characterized as honorable for further service in a reserve component; or
- Be discharged or released from Armed Forces for: EPTS (Existed Prior to Service); HDSP (Hardship) or CIWD (Condition interfered w/ Duty); or
- Continued to be on active duty
- Effective 1/4/11 – includes some Title 32 Active Duty
Chapter 35 - Dependents & Survivors Educational Assistance
Spouse and/or child or surviving spouse and/or child or a veteran with permanent & total service connected disability; or whose death was service connected; or who died of any cause while rated as having a permanent and total service connected disability.
Enlisted: Enlisted, re-enlisted or extended their enlistment for a 6 year period after 6/20/85.
Officer: Added 6 years to their current obligation after 6/30/85.
Chapter 1607 – Reserve Education Assistance Program
Reservists who serve on active duty on or after 9/11/01 under Title 10, USC for at least 90 consecutive days for a contingency operation.National Guard members may be eligible if they meet the above requirements and were authorized under Section 502f, title 32 USC, authorized by President of Secretary of Defense for National Emergency, and are supported by federal funds.
