Resident Classification for Tuition Purposes Policy

A legal resident of North Carolina is one who has established residence in the state.  Persons 18 years of age or older are not deemed eligible for in-state tuition status until legal residence in North Carolina has been maintained at least twelve (12) months (General Statutes, Chapter 115D-39).

Potential students are required to complete the North Carolina Residency Determination Service online questionnaire and provide their Residency Certification Number (RCN) on their Stanly Community College Application for Admission.

The Residency Determination Service may be accessed via the Stanly Community College Application for Admission, the website www.ncresidency.org, or from www.cfnc.org Application Hub.

All residency classifications are contingent upon passing validation and submission of any documentation to the North Carolina State Education Assistance Authority.

Stanly Community College Admissions Staff will process the student's Application for Admission which contains the student's RCN.

If the student believes the residency classification provided by RDS is incorrect, they must complete a Reconsideration through the North Carolina Residency Determination Service. 

If after Reconsideration, the student is still not satisfied with the results of their determination, the student may submit an Appeal through the Residency Determination Service, which will be reviewed by the North Carolina State Education Assistance Authority.  

Residency Considerations

If a student's residency determination changes from resident to non-resident PRIOR to the census date of the term, and the student withdraws within 10 calendar days of receiving notification from the college, the college shall provide a 100% refund. (1E SBCCC 900.1c)

If a student's residency determination changes from resident to non-resident AFTER the census date of the term, the college will apply the non-resident tuition determination to the following term. (1E SBCCC 900.1c1)

If a student's residency determination changes from non-resident to resident, at any point during the academic term, the college will update the residency status for the entire academic term which may result in a refund of non-resident tuition charges.
